We found that 182 opioid supplier IDs appeared in both the marketplaces Evolution and Agora from January 2014 to July 2015. According to them, their marketplace is completely safe and they spent significant financial means to maintain the infrastructure, but competitors and other malicious parties attempted to abuse their reputation.

In total, 3045 individual merchants were selling 6721 unique items and 58,563 unique listings where specific amounts of products were sold in a particular region of Russia. In our research, we included only the listings containing less than or equal to 5 g of any substance, thereby eliminating outliers and wholesale listings. These markets are often structured like an online shopping website with vendors selling everything from drugs to weapons and counterfeit goods.
Right now, private carriers are required to collect advanced electronic data, a bar code with information about the sender, the recipient, and what is in the package. The underlying message of the report was that the US Postal Service should do more to crack down on these illicit shipments. ”They just made a derivative,” one investigator told us. Even as the US worked with China to crack down on one fentanyl compound, the sellers simply tweaked their formula and offered to sell a new version in another email included in the report.
